Gifted education comes under Chapter 16 of the Pennsylvania State Regulations.

- A gifted student is one who is exceptional under section 1371 of the School Code (24 P.S. § 13-1371) because the student has outstanding intellectual and creative ability, the development of which, requires specially designed programs or support services, or both, not ordinarily provided in the regular education program.
Guidelines indicating gifted ability:
- a student with an IQ score of 130 or above
- a student with an IQ score lower than 130 may be admitted into the gifted program when other educational criteria in the student's profile strongly indicates gifted ability.
- Determination shall include an assessment by a certified school psychologist .
Gifted education requires the need for specially designed instruction to meet the needs of a gifted student that is:
- conducted in an instructional setting
- provided in an instructional or skill area
- provided under the authority of the school district
- individualized to meet the educational needs of the student
- reasonably calculated to yield meaningful educational benefit and student progress
- provided in conformity with a GIEP.

The Gifted Support program at the Wyomissing Area School District is designed to expand and enhance learning opportunities for gifted students to help them reach their full academic potential, and their individual goals. The goal of the Gifted Support program is for students to view learning as a life-long process, which enriches the individual and benefits society.
The academically gifted students at the elementary, intermediate and high school levels will:
• Participate in individually designed activities and educational opportunities, which will foster their creative expression, advance their abilities to think analytically and critically, and stimulate them to excel as self-directed learners;
• Develop healthy self-concepts related to their giftedness; and
• Be encouraged to interact effectively with others to use their abilities for the betterment of self and society.
The academically gifted students at the elementary, intermediate and high school levels will:
